Does any one know who makes them, what specs and if it is available?

You asked 4 Questions. I only have one answer...

What it is? An ugly SOB, trigger looks like only a pinky finger can fit (seriously what the heck is up with that spacing...can anyone actually say that looks right?), dual cocking and exposed moving parts that will collect dust / dirt, not well engineered...looks like something I'd make out of plastic, and attempt to sell a child..rear cocking BP with a noisy action right where you place your cheek/ear. Probably weighs 12 lbs unscoped. Odd empty space between bottom rail and the connection for reservoir and rear action, why it exists, nobody knows, but it certainly isn't aesthetic...does the rifle on the left really need 7 or 8 pic rails ? Was it a test to see how many pic rails they can slap on a gun before it became overbearingly riddled with them? My eyes hurt the more I look into them...
