Head size, especially if they are undersize on a barrel on the high side. I think the skirts pretty much conform wether oversize or underside. I had horri le groups on a mrod and prod til I measured the I.D. and found out they were on the high side . Tried some h&n ftt at 5.55 and they shot one hole at 21 yrds.

I have a pellet sizer which sizes both the head and the skirt. If I get the head right the skirt "blows out" to seal the bore and my guns shoot much, much better. Head size is where it counts unless your pellets have a thick skirt and are a hard alloy. I think most of the others old timers with more experience than I have will agree with that.
