You are right, when the regulator is fixed, and the hummer spring has a threshold, upper the threshold only the valve effect the velocity. So choose the right power setting which is a little higher then the needed(upper that the velocity only change very little), then you can get the most...

I think you can find the reason and fix it by your self. trust you . Maybe you need choose the right size of pellets .

I think the only important check is to test the group. The other problems can be repaired easily, air leaking is small defeat which can be recover by replace the spare O rings. But before you depart, make the deal detail about price to avoid argument.
